Teracue has a MPEG-4 AVC H.264 hardware encoder with DVI imput: ENC-300-DVI. The price is around 5000 Euro.
They claim a latency of arround 250ms.
The over all latency with a software encoder like VLC/ffmpeg is about 500ms.
